Lucy Quacinella, founder of Mulitforum Advocacy Solutions (MAS) and a former Legal Services attorney, specializes in health and other social and economic human rights issues affecting working poor and other low income people in the U.S. and eastern Africa.

In addition to litigation and legislative advocacy, MAS works with community-based organizations to develop and implement strategic advocacy plans attacking the root causes of poverty.

As a Fulbright Senior Specialist, Ms. Quacinella has been providing technical assistance since 2006 on health care and human rights to a nongovernmental organization working with HIV/AIDS patients in Rwanda, Women’s Equity in Access to Care and Treatment (WE-ACTx), and two Rwandan law schools. As a Fulbright Scholar at the University of Namibia in 1994, Ms. Quacinella worked with Law Faculty colleagues to establish that country’s first Human Rights and Documentation Centre.
